United Laguna Woods Mutual is a non-profit cooperative housing corporation which owns and manages all real property within the original 21 cooperative mutuals. In a cooperative, residents are members of a corporation which owns all real property, including the dwelling units, carports, and laundry facilities within the mutual's boundaries, and each member is entitled to occupy a specific dwelling unit under the terms of an occupancy agreement. Members are governed by an elected board of directors. As members of United Laguna Woods Mutual, each resident enters an occupancy agreement to pay a share of the property taxes, maintenance, and other operating expenses. A board of directors, elected by its members, governs affairs of the cooperative mutual.
Cooperative: 6,323 memberships
Board Meeting: The United Board meets the second Tuesday of each month at 9:30 a.m. in the Board Room. A committee meeting schedule can be found here.
Election: Annually, in October, the Board of Directors is elected to serve staggered three-year terms.

The period has closed for United members to submit applications to fill four open board positions with terms ending in 2027.

United Mutual 2024 Election Upcoming Schedule

  • Wednesday, May 29, 2024: Nominations open. Obtain candidate applications in the General Manager’s office at the Community Center.
  • Friday, June 28, 2024: Submit candidate statements to the inspector of elections per candidate packet instructions by 5 p.m.
  • Friday, June 28, 2024: Submit completed applications and candidate video agreements to the corporate secretaries by 5 p.m.
  • Friday, August 23, 2024: “Meet the Candidates” held in the Community Center board room (24351 El Toro Road) and broadcast on Village Television at 10:30 a.m.
  • Tuesday, August 27, 2024: Ballots mailed.
  • Thursday, September 26, 2024: Ballots due by 11 a.m.
  • Friday, September 27, 2024: Ballots counted at a United board special tabulation meeting at 1:30 p.m. in the Community Center board room.
  • Tuesday, October 8, 2024: United Mutual candidates with the most votes will be seated on the United board at the annual corporate members meeting at 9:30 a.m. in the Community Center board room.

If You Experience Ballot Issues

If you do not receive your ballot by Monday, September 9, 2024, or if your ballot is lost or damaged, call the UniLect inspector of elections duplicate request center at 1-866-466-6455, which is available 24/7 throughout the balloting period. For any other questions regarding the election, contact Inspector of Elections, UniLect Corporation at 1-888-864-5328. According to state HOA election regulations only one ballot is mailed per household/manor.

Committees

Finance Committee

The Finance Committee oversees the finances and fees related to United Mutual. The committee meets the fourth Tuesday of odd months at 1:30 p.m. in the Community Center Board Room. Refer to the online board calendar for specific meeting dates and times.


Maintenance and Construction Committee

The Maintenance and Construction Committee oversees the upkeep of all buildings located in the United Laguna Woods Mutual community. The committee meets the fourth Wednesday of even months at 9:30 a.m. in the Community Center Board Room. Refer to the online board calendar for specific meeting dates and times.


Architectural Controls and Standards Committee

The Architectural Controls and Standards Committee ensures that United Laguna Woods Mutual's buildings are up to code and remain aesthetically pleasing. The committee meets the third Thursday of each month at 9:30 a.m. in the Community Center Board Room. Refer to the online board calendar for specific meeting dates and times.


Landscape Committee

The Landscape Committee oversees all landscaping matters related to the United Laguna Woods Mutual community. The committee meets the fourth Thursday of each month at 1:30 p.m. in the Community Center Board Room. Refer to the online board calendar for specific meeting dates and times.


Resident Advisory Committee

Serves as a liaison between the United Laguna Woods Mutual (“United”) Board and the Members of United. The committee also answers questions and promotes communications of Board-approved policies and information to United Members. This committee meets monthly on the second Tuesday at 4 p.m. in the Community Center Elm Room. Refer to the online board calendar for specific meeting dates and times.


Governing Documents Committee

The Governing Documents Committee reviews governing documents, including policies, resolution and operating rules for compliance with applicable laws. The committee meets monthly on the third Thursday at 1:30 p.m. in the Community Center Board Room. Refer to the online board calendar for specific meeting dates and times.


Members Hearing Committee

The Members Hearing Committee conducts meetings to hear and act on disciplinary hearing matters. The committee’s closed meetings occur on an as-needed basis at 9 a.m. in the Community Center Board Room. Refer to the online board calendar for specific meeting dates and times.
