Third Mutual

Third Laguna Hills Mutual is a non-profit mutual benefit housing corporation that manages, operates and maintains all common area property within the original 38 mutuals. A condominium owner has an equal interest in common with other owners within the project in the common area, together with a separate interest in a Unit. The common area consists of building exteriors, carports, and laundry facilities within the mutual's boundaries. The common area is controlled and administered by the Third Laguna Hills Mutual Board of Directors. All condominium owners are required to apply for membership in the corporation. As a Member, the owner has rights and privileges including use of the recreational facilities. Each condominium owner is required to pay for the common expenses and contribute to reserves. The common expenses and reserve contributions are established by the Board of Directors.

Board Meeting: The Third Board meets the 3rd Tuesday of each month at 9:30 a.m. in the Board Room. A committee meeting schedule can be found here.
Election: Annually, in October, the Board of Directors is elected to serve staggered three-year terms.

Call for Candidates

The Third Laguna Hills Mutual and United Laguna Woods Mutual Board of Directors is calling for interested Third Laguna Hills Mutual members to submit candidate applications for the 2024 annual election.

Interested members may obtain an application and election process instructions from the General Manager’s office, located in the Community Center (24351 El Toro Road) from Corporate Secretary Makayla Schwietert (949-268-2295) or Assistant Corporate Secretary Paul Nguyen (949-268-2383). Please check in with the Community Center front desk concierge, who will notify the corporate secretaries that you wish to obtain election documents.

Third Mutual 2024 Election Details

There will be three open positions with terms ending in 2027:

  • Monday, June 3, 2024: Nominations open. Obtain candidate applications in the General Manager’s office at the Community Center.
  • Wednesday, July 3, 2024: Submit candidate statements to the inspector of elections per candidate packet instructions by 5 p.m.
  • Wednesday, July 3, 2024: Submit completed applications and candidate video agreements to the corporate secretaries by 5 p.m.
  • Tuesday, August 27, 2024: Ballots mailed.
  • Thursday, September 26, 2024: Ballots due by 11 a.m.
  • Friday, September 27, 2024: Ballots counted at a Third board special tabulation meeting at 9:30 a.m. in the Community Center board room.
  • Thursday, October 3, 2024: Third Mutual candidates with the most votes will be seated on the Third board at the annual corporate members meeting at 9:30 a.m. in the Community Center board room.

If You Experience Ballot Issues

If you do not receive your ballot by Monday, September 9, 2024, or if your ballot is lost or damaged, call the UniLect inspector of elections duplicate request center at 1-866-466-6455, which is available 24/7 throughout the balloting period. For any other questions regarding the election, contact Inspector of Elections, UniLect Corporation at 1-888-864-5328. According to state HOA election regulations only one ballot is mailed per household/manor.

Architectural Controls and Standards Committee

The Architectural Controls and Standards Committee recommends approval or denial of all requests for nonstandard alterations and modifications, or alterations that have generated neighbor objection. The committee meets the fourth Monday of each month at 9:30 a.m. in the Community Center Board Room. Please refer to the board calendar for more details.


Communications Committee

The Communications Committee oversees all communications related to Third Laguna Hills Mutual. The committee meets quarterly on the second Monday of the month at 1:30 p.m. in the Community Center. Please refer to the board calendar for more details.


Executive Hearing Committee

The Executive Hearing Committee conducts common area damage reimbursement hearings to meet the needs of the community. The committee's closed meeting occurs the second Thursday of each month at 8:30 a.m. in the Community Center Elm Room. Please refer to the board calendar for more details.


Finance Committee

The Finance Committee oversees the finances and fees related to Third Laguna Hills Mutual. The committee meets the second Tuesday of each month at 1:30 p.m. in the Community Center Board Room. Please refer to the board calendar for more details.


Garden Villa Recreation Room Subcommittee

The Garden Villa Recreation Room Subcommittee oversees the recreation room renovations of the 53 Third Laguna Hills Mutual three-story buildings. The committee meets three times a year in the Community Center Board Room. Please refer to the board calendar for more details.


Landscape Committee

The Landscape Committee oversees all landscaping matters related to the Third Laguna Hills Mutual community. The committee meets the first Thursday of each month at 9:30 a.m. in the Community Center Board Room. Please refer to the board calendar for more details.


Maintenance and Construction Committee

The Maintenance & Construction Committee oversees the upkeep of all buildings located in the Third Laguna Hills Mutual community. The committee meets bi-monthly on the first Monday of odd months at 1:30 p.m. in the Community Center Board Room. Please refer to the board calendar for more details.


Parking and Golf Cart Subcommittee

The Parking and Golf Cart Subcommittee oversees parking matters within the mutual for all vehicles, including golf carts. The committee meets on the fourth Wednesday of odd months in the Community Center Board Room. Please refer to the board calendar for more details.


Resident Policy and Compliance Committee

The Resident Policy and Compliance Committee reviews the governing documents for clarity, legality and current applicability and recommends general and specific actions for board approval and implementation. Water Conservation Committee

The Water Conservation Committee serves as collaboration between the Third Laguna Hills Mutual board and the Village Management Services Landscape Department regarding water conservation and consumption issues and makes recommendations on matters related to conservation best practices.
