General Manager's Office
The General Manager's division is primarily responsible for acting as liaison with each of the Corporation's Board of Directors and the Staff of the managing agent. The division directs services, programs, and operations provided by the managing agent, ensuring that all activities are within policy guidelines set by Federal and State laws, governing documents, management agreements, board policies, and business plans of each Corporation. They also provide secretarial and administrative support services to each of the Boards of Directors. Ensures that all legal requirements are met for Board meetings, including frequency, notice, and voting issues. They maintain corporate records and provide research and analysis for the Boards of Directors and committees utilizing professional services and other Staff as appropriate.
Community Relations
Community Relations maintains relationships with other community association service organizations. Acts as government liaison with City, County, State, the Federal government, and other outside agencies in all matters affecting the Community. Mediates resident disputes and works with operating divisions, departments, and/or agencies to resolve disagreements. Recommends procedural or policy changes as needed. Staffs Long Range Planning Committees, and related Sub and Ad Hoc Committees as assigned.
Community Services acts as liaison between residents and the housing mutual corporations. Provides orientation to new and existing residents to explain the rules, regulations, policies and laws initiated by each of the Corporations. Also, processes all membership changes and issues resident / lessee identification cards. Recommends changes in governing rules, policies, and membership qualifications when necessary.
Social Services
The Social Services Department has been serving the community since 1972 and operates within the Community Relations Division. The caring staff is dedicated to improving the quality of life for residents. Social Work Counselors are available for short term counseling, crisis intervention, support groups, long term care planning and community resource referrals including Home Care Referral Services. Recreation
The Recreation Division is responsible for the planning and execution of a comprehensive recreation program for residents of Laguna Woods Village. This division's staff manages all of the recreational facilities and the activities that take place there. It also coordinates the Saddleback College Emeritus Institute and works with more than 240 Laguna Woods Village clubs and organizations which use the facilities. Financial Services
The Financial Services Division provides the accounting, business services, budget and financial planning and purchasing. They manage the Community Center and Warehouse. Landscaping
Laguna Woods Village's Landscaping Division manages the community's landscaping, recycling, and trash collection, drainage, water conservation, irrigation design, pest control, nursery, and environmental issues. The composting and recycling operations at Laguna Woods Village are considered a model in Southern California for integrated waste management. A centralized drop-off recycling center has been established for collection of glass, metal, newspapers, magazines, cardboard, etc.. Since 1994, Laguna Woods Village has been recognized over a dozen times as a winner of the California Integrated Waste Management Board's Waste Reduction Awards Program. Maintenance & Transportation
The Maintenance Division plans, organizes, directs, implements and controls all maintenance operations in accordance with the policies set by the various boards. Its staff includes the Property Services Department, Projects Department, Building Maintenance, Vehicle Maintenance, and Transportation. Click arrows for contact information.

Human Resources
The Human Resources Division is responsible for development, implementation, and administration of all human resources, Safety and environmental functions. The community employs about 1,000 full-time and part-time people. The community's landscape and trade employees are unionized.
PCM - Professional Community Management, Inc.
Authorized by management agreements with each mutual corporation and the Golden Rain Foundation of Laguna Woods, Professional Community Management, Inc. (PCM) has been managing the affairs of the community since January 1, 1973.
