About the Needs Assessment study:  

At the February 2007 meeting of the GRF M&C Committee, the committee considered the nature, scope and timing of the Needs Assessment study specified in the GRF Board of Directors Resolution 90-06-85 as part of the overall project planning for the Gate 12 area, which planning was funded by the 2007 GRF Capital Reserve Expenditures Plan Project P07023.

Staff was directed to oversee the creation of a Recreational Needs Assessment for the Community. The broad purpose of this Needs Assessment is to determine, with as much accuracy as possible, how the Community's current and projected recreational activities and needs match or will match the Community's existing facilities and what impact, if any, such recreational usage will have upon the overall project plan being developed for the entire Gate 12 area. 

The Final Report was presented to all Boards at a meeting on April 25, 2008.  The Needs Assessment report included:
 
a.      A review of past Needs Assessments prepared by or for the Community;
b.      A determination of resident present indoor and outdoor recreational needs and those reasonably projected for the foreseeable future, including activities, while not currently offered to residents, that may be needed or desirable with changing demographics and interests;
c.      A determination of how the community's activities and needs match current facilities;
d.      Facility utilization studies for existing activities;
e.      Space allocation studies for existing and forecasted needs;
f.        Recommendations for maximizing the reasonable and practical use or better use of existing facilities to meet current and forecasted needs;
g.      Recommendations for the utilization of, modifications, additions or changes, as may be applicable, to the existing facilities in the Gate 12 area under existing or projected usage.

Staff worked with the GRF Community Activities Committee to facilitate the gathering of data and information for the Needs Assessment report as well as the "Request for Proposal Specifications". Staff was authorized to retain on behalf of the Community a qualified consultant to structure and perform the work necessary to complete the said Recreational Needs Assessment.

RJM Design Group was retained to perform the Needs Assessment.  The consultant gathered data through  community workshops and phone surveys conducted in the Fall of 2007.
