It depends onto which Mutual’s common area the item is being placed. The Mutuals have established both the Standard Alteration Permit and Request for Variance processes in order to evaluate the potential maintenance, health, and/or safety issues of all requests to use or modify common area. Third Laguna Hills Mutual does not condone “the construction of any type of a work or improvement which utilizes any portion of the common area with the result that common area thereby becomes exclusively for use of a manor owner (Resolution M3-02-35)”. Therefore any Member who desires to install stepping stones or other privately owned objects on common area must obtain a Standard Alteration Permit. The Third Laguna Hills Mutual Standard for Stepping Stones, Resolution 03-05-19, is available in the Landscape Maintenance Manual, which can be found on the Laguna Woods Village website, www.lagunawoodsvillage.com, under “Operating Rules”.

The United Laguna Woods Mutual Board allows the installation of stepping stones or other privately owned objects on common area without an Alteration Permit. If a Member would like to install stepping stones, they must abide by the Landscape Standard for Stepping Stones in United Laguna Woods Mutual adopted per Resolution No. 01-03-79. Privately owned objects may be placed on common area with discretion per Resolution 01-05-63 without an Alteration Permit. Standards and guidelines for the installation of stepping stones and private objects on United Mutual common area may be found in the Landscape Maintenance Manual available on the Laguna Woods Village website.
