What is the policy regarding placement of carpeting on balconies? Both United Laguna Woods Mutual and Third Laguna Hills Mutual have adopted standards regulating the installation of carpeting on balcony surfaces. Members that want to review the content of the standards for their respective Mutual should contact the Permits and Inspections Office located in the Community Center. United Laguna Woods Mutual The United Laguna Woods Mutual Alteration Standard for Floor Coverings, Exterior, prohibits the placement of indoor/outdoor carpeting on any surface which is supported by wood (such as balconies, patios, decks, entryways, elevated and regular breezeways). This restriction is intended to minimize the potential for costly repairs to water and dry rot damaged surfaces and substructures. Members are cautioned that any carpeting applied to a wood supported surface is subject to immediate removal upon identification of such by the Mutual. The Mutual has implemented a program to inspect and apply a top coating to the surface of all balconies and other wood supported exterior surfaces on its buildings once every four years. If carpeting is found installed on any wood supported surface during the course of these inspections, it will be removed and disposed of by the Mutual. Members may be charged for this removal. Members are advised not to install carpeting on any exterior wood supported surface in United Laguna Woods Mutual. Third Laguna Hills Mutual The Third Laguna Hills Mutual Alteration Standard for Exterior Floor Coverings allows for the installation of indoor/outdoor carpeting on balconies utilizing adhesive strips as the only means of attaching the carpeting to the balcony surface. Member must maintain and/or replace, as needed, the carpeting. Members are responsible for removing any floor covering for access to the balcony subsurface for purposes of repairs as may be required. Members assume responsibility for any building damage occurred due to the installation of a floor covering. The Mutual has implemented a program to inspect and apply a top coating to the surface of all balconies and other wood supported exterior surfaces on its buildings once every five years. If carpeting is found installed on any wood supported surface during the course of these inspections, it will be removed by the Mutual. Members may be charged for this removal. The carpet can be returned to the member upon removal, but the Mutual cannot guaranty that the carpet will be re-usable after removal. The Mutual will not reinstall the carpet after removal and application of the top coating surface. |
